They make braded wire and you can make up some eyes in each end of a short wire..Hook one end to a bolt on the front hand break mount somewhere..and punch a hole through the grip on the throttle...you can set how much throttle you want him to have by where you put the hole..you know the hand stop on the grip...as he gets better make the wire longer..
